Module Outline
Digital technologies are changing trade relations and the global economy, engendering a ‘fourth industrial revolution’. Against this background, the module adopts a critical approach to address how information technology and data flows impact trade and the regulation of the digital economy more broadly, discussing digital divides and opportunities for countries and businesses. It covers different initiatives attempting to regulate the digital economy – domestic and international, multilateral and plurilateral, formal and informal – and all the stakeholders involved. Given the focus on governance, the module will encourage students to examine not only the development of rules and standards, but also who is setting those, and the legal, political, economic, and environmental consequences of their implementation.
Module learning outcomes
Demonstrate a comprehensive and critical understanding of the global digital economy, including the influence of technology on trade relations and the opportunities and challenges it brings
Engage in critical debate and analysis of how political, economic, and environmental interests impact the governance of the global digital economy
Develop a critical knowledge of where and how rules governing the digital economy are defined and the different actors, interests, and disputes that shape rule-making
Identify gaps in law and practice and explore areas where new global norms and rules are needed
Identify, find, and interpret legal documents from various sources, such as international treaties, court decisions, domestic regulations, and industry standards, applying them to practical situations
